Project Overview

Rally worked with the Client to replace a decommissioned 25,000-barrel Light Cycle Oil (LCO) tank. In its place, a new 50,000-barrel swing tank with modern design features was constructed, capable of storing 3 commodities – LCO, gas oil, or asphalt. Rally provided multi-discipline engineering services, including extensive piping and tank nozzle stress analysis to withstand the various product temperatures. The brownfield design challenges of this project included doubling the spill containment volume of the original tank, providing fire-fighting coverage suitable for multiple products, and simplifying operator access across multiple control systems.

Scope of Work

Rally managed all phases of engineering work, from early conceptual development through to a design basis memorandum (DBM) and detailed engineering. Rally also provided procurement and construction support for the project.

As part of project planning, a capital cost estimate and a detailed schedule were developed and used as the baseline for project controls.

Deliverables

Construction work packages (CWPs) were delivered for piping demolition, new piping installation and tank completions, earthworks, concrete, piling, structural steel, electrical and instrumentation work.

Material requisitions (MRs) were delivered to facilitate the purchase of the new API 650 fixed cone roof tank, stairs, and rooftop platform; tank cathodic protection system; tank level, temperature, and pressure instruments; control valves, MOVs, and pressure relief devices.
